Ramallah, 19 August 2026 — Under the umbrella of the Palestinian Ministry of Labor, SPARK and Flow Accelerator, with funding from the European Union, convened the second official meeting of the Green Forward Programme Working Group to present six policy recommendations developed through a collaborative process involving government and regulatory bodies, business support organisations, the private sector, academia, financial institutions, and development partners.

The meeting welcomed high-level official and institutional participation, including H.E. Dr. Enas Attari, Minister of Labor; Mr. Mario Giuseppe Varrenti, Head of Cooperation at the European Union; H.E. Yahya Al-Shunnar, Governor of the Palestine Monetary Authority; H.E. Eng. Bashar Al-Saifi, Undersecretary of the Ministry of National Economy; H.E. Huda Al-Wahidi; Deputy Minister of Telecommunications and Digital Economy; H.E. Dr. Laila Ghannam; Governor of Ramallah and Al-Bireh Governorate and Mr. Abdo Idris; president of the Federation of Palestinian Chambers of Commerce, Industry and Agriculture. 

Representatives of the National Sustainable Development Team also participated, alongside government and regulatory bodies, business support organisations, the private sector, financial institutions, universities, civil society organisations, development agencies, and international partners. This broad participation reflected the range of actors required to advance the green transition, spanning labour, the economy, finance, digital transformation, local government, and the institutions working directly with enterprises, MSMEs, and entrepreneurs in the market.

The meeting opened with remarks by Majd Khalifeh, Managing Director of Flow Accelerator and Managing Partner of Flow Ventures, followed by Dina Almasaeid, Regional Programme Director – Middle East at SPARK, and official remarks by H.E. Eng. Bashar Al-Saifi, Undersecretary of the Ministry of National Economy; Mr Mario Giuseppe Varrenti, Head of Cooperation at the European Union; and H.E. Dr Enas Attari, Minister of Labor.

Majd Khalifeh welcomed participants and presented the programme’s ecosystem approach, in which policy, regulation, finance, practical tools, and capacity building work together. She explained that Flow’s role throughout the Working Group process was to create space for dialogue, facilitate discussions, connect relevant stakeholders, and document the results.  The substance of the recommendations came from the business support organisations at the core of the programme, alongside government and regulatory bodies, the private sector, and the institutions and practitioners closest to the challenges on the ground. 

Khalifeh also highlighted the programme’s key achievements in Palestine, where it worked with nine business support organisations through two tracks. The programme strengthened their capacities, expanded networking and partnerships, and provided tailored technical assistance to help integrate green tools and practices into their services. It also developed the Green Business Toolbox, which is being piloted through three partner organisations with more than 40 MSMEs and cooperatives across diverse sectors. The experience and challenges emerging from these activities provided a practical foundation for the Working Group process and its policy recommendations.

Speaking on behalf of SPARK, Dina Almasaeid highlighted SPARK’s role in leading Green Forward’s meso-level intervention, working with business support organizations to strengthen their capacities, tools, services and partnerships and enable them to better support MSMEs in their green transition. She emphasized the important role of BSOs as a bridge between policy and the realities and needs of enterprises and the private sector, ensuring that lessons and challenges emerging from implementation can inform policy dialogue. She also highlighted SPARK’s localization approach, which prioritizes working through and strengthening local implementing partners and institutions to reinforce national ownership, contextual relevance and the sustainability of results. 

Opening the official remarks, H.E. Eng. Bashar Al-Saifi outlined the Ministry of National Economy’s efforts to institutionalise the transition through its Green Economy Unit and stronger national coordination. He stressed that environmental policies are fundamental to economic resilience, sustainability, competitiveness, and job creation, and highlighted the complementarity between the Working Group’s recommendations and the national measures being advanced by the Ministry.

Building on this national framework, Mr Mario Giuseppe Varrenti addressed the difficult circumstances and challenges facing the Palestinian economy and highlighted the European Union’s support through a range of interconnected programmes and projects. He emphasised that building a green economy capable of creating meaningful opportunities requires simultaneous action to develop a supportive regulatory environment, strengthen business support organisations, facilitate access to finance, and develop skills. He also stressed the importance of moving beyond the formulation of policy recommendations towards coordinated policy action and implementation in collaboration with relevant stakeholders.

Further connecting national policy with the supporting instruments needed to deliver impact, H.E. Dr Enas Attari focused on the intended economic and social outcomes of this process. She emphasised that, given the exceptional economic circumstances facing Palestine, the green and circular economy is no longer an additional option, but an economic and development pathway capable of opening new sectors and creating sustainable jobs, particularly for young people and women. She connected entrepreneurship and job creation with the need to develop green skills and provide a supportive legislative, financial, and institutional environment that enables enterprises to grow and remain sustainable.

She also highlighted the Ministry of Labor’s work to build a more integrated entrepreneurship ecosystem that connects entrepreneurs with business support organisations, incubators, accelerators, financial resources, and the private sector. She referred to the development of the National Entrepreneurship Platform as a unified space for accessing services, programmes, and opportunities while strengthening coordination among institutions working across the sector.

The Working Group process began with an onboarding session in March 2026 and continued through its first official meeting in April, bringing together more than 60 participants from 42 organisations. Working across six thematic groups, participants identified key challenges, analysed their root causes, reviewed gaps in existing policies and implementation, and proposed initial recommendations.

These drafts were then refined through technical analysis and validation sessions with the six groups, ensuring that they remained grounded in field realities and feasible. The second official meeting presented the results to the wider ecosystem for discussion and feedback ahead of finalising the working document.

Leen Abubaker, Palestine Country Director at Flow Accelerator, placed this process within the Green Forward Programme’s broader meso-level approach.  She also traced the Working Group’s journey from its initial onboarding session and first official meeting through the thematic discussions, analysis, and validation stages. She explained how this process connected the field experience of business support organisations and other ecosystem actors with national policy dialogue, allowing the recommendations to be shaped by practical challenges, institutional perspectives, and successive stages of collaborative review.

Faisal Kilani, Founder and CEO of Envision Solutions and one of the programme’s technical partners, then presented the six consolidated policy recommendations; a Palestinian National Green Taxonomy Framework and Unified Green Business Licensing Platform; a National Circular Economy Legislative Framework, Secondary Material Exchange Platform, and Circular Transition Fund; a National Green Finance Framework and Expansion of Green Financial Instruments; a Green Practices Fund for Industrial Enterprises, National Awareness and Capacity Building Academy, and Competitive Green Incentives Framework; a National Green R&D Fund, Joint National Committee, and Green Innovation Incentives; and a National Green Jobs Programme, Empowerment of Agricultural Cooperatives, and Greening of the Existing Public Procurement Policy.

The meeting highlighted strong alignment between the recommendations and the Ministry of National Economy’s Working Group outcomes, as well as national priorities led by the Green Economy Unit. Key intersections include green finance, the circular economy, green skills, eco-labelling, and green public procurement, with additional complementarity in green taxonomy and research and development. 

Following the presentation, participants raised questions and discussed the recommendations’ connection with existing national initiatives. Several expressed their willingness to contribute to and support the recommendations and related initiatives in ways that strengthen their feasibility, including through implementation support, financing, capacity building, and improved market access.

Rasha Za’rour, Programme Manager at SPARK Palestine, highlighted that driving a green, inclusive, and resilient Palestinian economy relies on strong local ownership and cross-sector collaboration. Through the second official meeting of the Working Group organized with Flow Accelerator and national stakeholders under the Green Forward programme, emphasized that bringing together government, academia, the private sector, and support organizations allows partners to turn field evidence into actionable policy solutions that strengthen the country’s sustainable business ecosystem. 

The next step is to document and classify the inputs received during the meeting, connect them to the relevant recommendations, and revise and complete the working document accordingly. The document will then be formally submitted to the Palestinian Ministry of Labor, which will share it with the relevant authorities and decision-makers for consideration through the appropriate institutional channels.

Through this participatory process, the Green Forward Programme seeks to strengthen the bridge between field-based experience and national policy dialogue, ensuring that recommendations are connected to implementation realities, institutional priorities, financing, skills, services, and market needs. The process reflects a shared commitment to advancing a more coordinated, resilient, competitive, and inclusive green and circular economy in Palestine.

برنامج “التطوّر الأخضر” يستعرض نتائج مجموعة العمل ضمن مسار وطني مشترك لدعم الاقتصاد الأخضر والدائري في فلسطين 

تحت مظلة وزارة العمل الفلسطينية، عقدت مؤسسة سبارك ومسرّعة الأعمال فلو بتمويل من الاتحاد الأوروبي، الاجتماع الرسمي الثاني لمجموعة عمل برنامج التطوّر الأخضر، يوم الأربعاء الموافق 19 آب/أغسطس 2026 في مدينة رام الله. وخُصّص الاجتماع لعرض نتائج مسار مجموعة العمل، واستعراض أبرز مخرجاته المتمثلة في ست توصيات سياساتية طُوّرت من خلال عملية تشاركية لدعم انتقال فلسطين نحو اقتصاد أخضر ودائري.

وشهد الاجتماع حضوراً رسمياً ومؤسسياً رفيع المستوى، ضمّ معالي الدكتورة إيناس عطاري، وزيرة العمل؛ والسيد ماريو جوزيبي فارينتي، رئيس قسم التعاون في الاتحاد الأوروبي؛ ومعالي السيد يحيى الشنّار، محافظ سلطة النقد الفلسطينية؛ وعطوفة المهندس بشار الصيفي، وكيل وزارة الاقتصاد الوطني؛ وعطوفة السيدة هدى الوحيدي، وكيلة وزارة الاتصالات والاقتصاد الرقمي؛ وعطوفة الدكتورة ليلى غنام، محافظ محافظة رام الله والبيرة؛ والسيد عبده إدريس، رئيس اتحاد الغرف التجارية الصناعية الزراعية الفلسطينية.

وشارك في الاجتماع ممثلون عن الفريق الوطني للتنمية المستدامة، إلى جانب الجهات الحكومية والتنظيمية، ومؤسسات دعم الأعمال، والقطاع الخاص، والمؤسسات المالية، والجامعات، ومؤسسات المجتمع المدني، ووكالات التنمية، والشركاء الدوليين. وعكس هذا الحضور تنوع الجهات التي يتطلبها التحول الأخضر، من العمل والاقتصاد والتمويل والتحول الرقمي والإدارة المحلية، وصولاً إلى المؤسسات التي تعمل مباشرة مع المنشآت، بما فيها المنشآت متناهية الصغر والصغيرة والمتوسطة، والرياديين في السوق.

رحّبت مجد خليفة بالمشاركين، وعرضت نهج البرنامج في التعامل مع المنظومة بوصفها كلاً مترابطاً يجمع السياسات والتنظيم والتمويل والأدوات العملية وبناء القدرات. وأوضحت أن دور مُسرّعة الأعمال فلو في مسار مجموعة العمل تمثل في تهيئة مساحة للحوار، وتيسير النقاش، وربط الأطراف ذات العلاقة، وتوثيق النتائج، بينما جاء مضمون التوصيات من مؤسسات دعم الأعمال التي تشكّل محور البرنامج، إلى جانب الجهات الحكومية والتنظيمية والقطاع الخاص والمؤسسات والممارسين الأقرب إلى التحديات على أرض الواقع.

كما استعرضت خليفة أبرز إنجازات البرنامج في فلسطين، الذي عمل مع تسع مؤسسات دعم أعمال عبر مسارين، وشملت الجهود بناء قدرات المؤسسات، وتعزيز التشبيك والشراكات، وتقديم حزم دعم فني متخصصة ساعدتها على دمج الأدوات والممارسات الخضراء في خدماتها. كما طوّر البرنامج “صندوق أدوات الأعمال الخضراء”، الذي يجري اختباره ميدانياً عبر ثلاث مؤسسات شريكة مع أكثر من 40 منشأة صغيرة ومتوسطة وتعاونية في قطاعات متنوعة. وأسهمت الخبرات والتحديات المستخلصة من هذه الأنشطة في تشكيل الأساس العملي لمسار مجموعة العمل وتوصياتها السياساتية.

وفي كلمة باسم مؤسسة سبارك، سلّطت دينا المساعيد الضوء على دور المؤسسة في قيادة تدخلات برنامج “التطوّر الأخضر” على المستوى الوسيط، والعمل مع مؤسسات دعم الأعمال لتعزيز قدراتها وأدواتها وخدماتها وشراكاتها، وتمكينها من تقديم دعم أكثر فاعلية للمنشآت متناهية الصغر والصغيرة والمتوسطة في انتقالها نحو الاقتصاد الأخضر. وأكدت الدور المحوري لمؤسسات دعم الأعمال بوصفها حلقة وصل بين السياسات من جهة، وواقع المنشآت واحتياجاتها واحتياجات القطاع الخاص من جهة أخرى، بما يضمن الاستفادة من الدروس والتحديات الناشئة عن التنفيذ في إثراء الحوار السياساتي. كما سلّطت الضوء على نهج «سبارك» في التوطين، الذي يعطي الأولوية للعمل من خلال الشركاء والمؤسسات المحلية المنفذة وتعزيز قدراتها، بما يرسّخ الملكية الوطنية، ويضمن ملاءمة التدخلات للسياق المحلي، واستدامة النتائج.

واستهلّ عطوفة المهندس بشار الصيفي الكلمات الرسمية باستعراض جهود وزارة الاقتصاد الوطني لمأسسة التحول من خلال وحدة الاقتصاد الأخضر وتعزيز التنسيق الوطني. وأكد أن السياسات البيئية أساسية لتعزيز الصمود والاستدامة والتنافسية وخلق فرص العمل، مشيراً إلى التكامل بين توصيات مجموعة العمل والتدابير الوطنية التي تعمل عليها الوزارة.

وانطلاقاً من هذا الإطار الوطني، تناول السيد ماريو جوزيبي فارينتي صعوبة الظروف والتحديات التي يواجهها الاقتصاد الفلسطيني، وسلّط الضوء على دعم الاتحاد الأوروبي من خلال مجموعة من البرامج والمشاريع المترابطة. وأكد أن بناء اقتصاد أخضر قادر على خلق فرص حقيقية يتطلب العمل بصورة متزامنة على تطوير بيئة تنظيمية داعمة، وتعزيز قدرات مؤسسات دعم الأعمال، وتيسير الوصول إلى التمويل، وتطوير المهارات. كما شدّد على أهمية الانتقال من صياغة التوصيات السياساتية إلى العمل السياساتي المنسّق وتنفيذها بالتعاون بين الجهات ذات العلاقة.

واستكمالاً لهذا الربط بين السياسات الوطنية والأدوات الداعمة، ركزت معالي الدكتورة إيناس عطاري على الأثر الاقتصادي والاجتماعي المنشود لهذا المسار. وأكدت أن الاقتصاد الأخضر والدائري، في ظل الظروف الاقتصادية الاستثنائية التي تمر بها فلسطين، لم يعد خياراً إضافياً، بل أصبح مساراً اقتصادياً وتنموياً قادراً على فتح قطاعات جديدة وخلق فرص عمل مستدامة، لا سيما للشباب والنساء. وربطت معاليها بين ريادة الأعمال وخلق فرص العمل من جهة، والحاجة إلى تطوير المهارات الخضراء وتوفير بيئة تشريعية وتمويلية ومؤسساتية داعمة تمكّن المنشآت من النمو والاستمرار من جهة أخرى.

كما سلّطت الضوء على عمل وزارة العمل لبناء منظومة ريادية أكثر تكاملاً، تربط الرياديين بمؤسسات دعم الأعمال والحاضنات والمسرّعات ومصادر التمويل والقطاع الخاص. وأشارت إلى تطوير المنصة الوطنية للريادة لتكون مساحة موحدة للوصول إلى الخدمات والبرامج والفرص، وتعزيز التنسيق بين المؤسسات العاملة في القطاع.

وبدأ مسار مجموعة العمل بالجلسة التعريفية في آذار/مارس 2026، ثم تواصل من خلال الاجتماع الرسمي الأول الذي عُقد في نيسان/أبريل، وجمع أكثر من 60 مشاركاً يمثلون 42 مؤسسة. وعمل المشاركون ضمن ست مجموعات مواضيعية على تحديد التحديات الرئيسية، وتحليل أسبابها الجذرية، ومراجعة الفجوات في السياسات القائمة وآليات تنفيذها، واقتراح توصيات أولية.

وخضعت المسودات بعد ذلك للتحليل الفني والتحقق والمراجعة مع المجموعات الست، بما يضمن ارتباطها بالواقع الميداني وتعزيز قابليتها للتطبيق. وجاء الاجتماع الرسمي الثاني لعرض النتائج أمام المنظومة الأوسع، ومناقشتها والاستماع إلى الملاحظات حولها قبل استكمال وثيقة العمل.

وقدّمت لين أبو بكر، مديرة مكتب فلسطين في مسرّعة الأعمال فلو، هذا المسار ضمن إطار النهج الأشمل لبرنامج “التطوّر الأخضر” في العمل على المستوى الوسيط. كما استعرضت مسيرة مجموعة العمل منذ الجلسة التعريفية والاجتماع الرسمي الأول، مروراً بالنقاشات المواضيعية ومراحل التحليل والتحقق. وأوضحت كيف ربط هذا المسار الخبرة الميدانية لمؤسسات دعم الأعمال وغيرها من الجهات الفاعلة في المنظومة بالحوار السياساتي الوطني، بما أتاح تطوير التوصيات استناداً إلى التحديات العملية، والرؤى المؤسسية، والمراحل المتتالية من المراجعة التشاركية.

وقدّم فيصل كيلاني، المؤسس والمدير التنفيذي لشركة Envision Solutions وأحد الشركاء التقنيين في البرنامج، التوصيات السياساتية الست، وهي: إطار وطني فلسطيني للتصنيف الأخضر ومنصة موحدة لترخيص الأعمال الخضراء؛ وإطار تشريعي وطني للاقتصاد الدائري ومنصة لتبادل المواد الثانوية وصندوق للتحول الدائري؛ وإطار وطني للتمويل الأخضر وتوسيع أدوات التمويل الأخضر؛ وصندوق للممارسات الخضراء للمنشآت الصناعية وأكاديمية وطنية للتوعية وبناء القدرات وإطار للحوافز الخضراء التنافسية؛ وصندوق وطني للبحث والتطوير الأخضر ولجنة وطنية مشتركة وحوافز للابتكار الأخضر؛ وبرنامج وطني للوظائف الخضراء وتمكين التعاونيات الزراعية وتخضير سياسة المشتريات العامة القائمة.

وسلّط الاجتماع الضوء على المواءمة الواضحة بين هذه التوصيات ومخرجات مجموعة العمل التابعة لوزارة الاقتصاد الوطني، إلى جانب الأولويات الوطنية التي تقودها وحدة الاقتصاد الأخضر. وشملت أبرز نقاط التقاطع التمويل الأخضر، والاقتصاد الدائري، والمهارات الخضراء، والعلامات البيئية، والمشتريات العامة الخضراء، مع وجود عناصر تكاملية إضافية في مجالي التصنيف الأخضر والبحث والتطوير.

وعقب العرض، طرح المشاركون أسئلتهم وناقشوا ارتباط التوصيات بالمبادرات الوطنية القائمة. كما أعرب عدد منهم عن استعدادهم للمساهمة في دعم التوصيات والمبادرات ذات العلاقة بطرق تعزز قابليتها للتطبيق، بما يشمل دعم التنفيذ والتمويل وبناء القدرات وتحسين الوصول إلى الأسواق.

وأكدت رشا زعرور، مديرة البرنامج في سبارك فلسطين، أن النهوض باقتصاد فلسطيني أخضر وشامل وقادر على الصمود يعتمد على الملكية المحلية والتعاون متعدد القطاعات. وأشارت إلى أن الجمع بين الجهات الحكومية والأكاديمية والقطاع الخاص ومؤسسات دعم الأعمال يسهم في تحويل الخبرة الميدانية إلى حلول سياساتية قابلة للتطبيق تعزز منظومة الأعمال المستدامة في فلسطين.

وتتمثل الخطوة المقبلة في توثيق المداخلات المقدمة خلال الاجتماع وتصنيفها، وربطها بالتوصيات ذات العلاقة، ثم مراجعة وثيقة العمل واستكمالها بناءً عليها. وستُرفع الوثيقة بعد ذلك رسمياً إلى وزارة العمل الفلسطينية، التي ستشاركها بدورها مع جهات الاختصاص وصنّاع القرار للنظر فيها عبر القنوات المؤسسية المعتمدة.

ومن خلال هذا المسار التشاركي، يسعى برنامج “التطوّر الأخضر” إلى تعزيز الجسر بين الخبرة الميدانية والحوار السياساتي الوطني، وضمان ارتباط التوصيات بواقع التنفيذ، والأولويات المؤسسية، والتمويل، والمهارات، والخدمات، واحتياجات السوق. ويعكس هذا المسار التزاماً مشتركاً بدعم اقتصاد فلسطيني أخضر ودائري أكثر تنسيقاً، وصموداً، وتنافسية وشمولاً.
