Under the umbrella of the Palestinian Ministry of Labor, Flow Accelerator, and in partnership with SPARK, convened the first official meeting of the Green Forward Working Group yesterday in Ramallah, marking a defining step in translating policy dialogue into concrete action for Palestine’s green and circular economy transition.
The meeting brought together more than 60 participants representing 42 organizations, spanning government ministries and semi-governmental bodies, the private sector, academia, business support organizations, development agencies, and donor and funding entities. This breadth of representation reflects a deliberate strategic choice: to convene the full spectrum of the ecosystem around one table, in line with the Programme’s goal of mobilizing key stakeholders across different levels of the ecosystem to facilitate structured dialogue, stimulate collective problem-solving, and generate actionable insights and collaborative strategies for advancing the green economy in Palestine.
This approach is rooted in the methodology of the programme, which places collaboration and community-based intervention at the center of systemic change, ensuring that policy is shaped by the realities of those who will implement and be affected by it.
The meeting builds on a preparatory session held in March, which convened early stakeholders to define priority areas and lay the foundation of the Working Group. The April convening marks the transition into a more structured, action-oriented phase focused on developing concrete, evidence-based policy recommendations.
The agenda combined strategic framing with practical, results-driven engagement. The meeting opened with remarks by Majd Khalifeh, Managing Director of Flow Accelerator, and Dina Almasaeid, Regional Programme Director – Middle East at SPARK, followed by remarks from Johnny Bassil, Programme and Policy Manager for Private Sector Development at the European Union, which funds the Green Forward Programme. A presentation by the Rural Women’s Development Society grounded the discussion in a locally developed green economy strategy, linking national-level dialogue to community-level implementation.
Participants then engaged in two interactive workshop sessions, structured around six thematic working groups addressing priority areas for the green transition: regulatory frameworks and compliance, circular economy market development, access to green finance, green competitiveness and innovation, research and development, and green jobs in the agricultural sector. The first workshop focused on identifying key challenges, analyzing root causes, and highlighting gaps in existing policies and their implementation. The second shifted toward solution design, with each group initiating the formulation of one clear and actionable policy recommendation.
The immediate next step is a structured analysis of the outcomes, issues, and opportunities surfaced during the sessions, which will guide the drafting of actionable policy recommendations. These drafts will then move through a series of follow-on validation meetings, where participants’ inputs will be further refined and formalized in preparation for the second official meeting in June. That convening will review and discuss the final versions of the recommendations and expand participation to additional government officials and key stakeholders, strengthening the bridge between policy development and implementation.
Through this structured and iterative process, the Green Forward Working Group aims to deliver practical, evidence-based policy recommendations that support and enable Palestine’s transition toward a green and circular economy.

برنامج “التطور الأخضر” يُطلق مجموعة العمل الخاصة به لقيادة العمل السياساتي نحو اقتصاد أخضر ودائري في فلسطين
تحت مظلة وزارة العمل الفلسطينية عقدت مسرعة الأعمال فلو وبالشراكة مع منظمة سبارك، الاجتماع الرسمي الأول لمجموعة عمل برنامج “التطور الأخضر” أمس في مدينة رام الله، في خطوة محورية نحو ترجمة الحوار السياساتي إلى عمل ملموس يدعم انتقال فلسطين نحو اقتصاد أخضر ودائري.
وقد جمع الاجتماع أكثر من 60 مشاركاً يمثلون 42 مؤسسة، شملت الوزارات والهيئات الحكومية وشبه الحكومية، والقطاع الخاص، والأوساط الأكاديمية، ومؤسسات دعم الأعمال، ووكالات التنمية، والجهات المانحة والممولة. ويعكس هذا التنوع في التمثيل خياراً استراتيجياً مقصوداً، يقوم على جمع مختلف مكونات المنظومة حول طاولة واحدة، انسجاماً مع هدف البرنامج الرامي إلى حشد أصحاب العلاقة الرئيسيين من مختلف مستويات المنظومة، بما يُسهم في تيسير حوار منظّم، وتحفيز حلّ المشكلات بشكل جماعي، وتوليد رؤى قابلة للتطبيق واستراتيجيات تشاركية للنهوض بالاقتصاد الأخضر في فلسطين.
ويستند هذا النهج إلى المنهجية للبرنامج التي تضع التعاون والتدخل المجتمعي في صميم التغيير المنظومي، بما يضمن أن تنعكس في صياغة السياسات الواقعَ الفعلي لمن سيتولّون تنفيذها ومن ستطالهم آثارها.
ويأتي هذا الاجتماع استكمالاً لجلسة تحضيرية عُقدت في آذار/مارس، جمعت أصحاب العلاقة في مرحلة مبكرة بهدف تحديد الأولويات وإرساء الأسس التي تقوم عليها مجموعة العمل. ويُشكّل اجتماع نيسان/أبريل الانتقال إلى مرحلة أكثر تنظيماً وتوجهاً نحو العمل، تُركّز على صياغة توصيات سياساتية ملموسة ومستندة إلى الأدلة.
وقد صُمّم جدول الأعمال ليجمع بين التأطير الاستراتيجي والانخراط العملي المدفوع بالنتائج. افتُتح الاجتماع بكلمة للمديرة التنفيذية لمسرعة الأعنال فلو مجد خليفة تلتها كلمة لدينا المساعيد، المديرة الإقليمية للبرامج في منطقة الشرق الأوسط لدى “سبارك”، ثم كلمة لجوني باسيل، مدير البرامج والسياسات لتطوير القطاع الخاص في الاتحاد الأوروبي المموّل لبرنامج “التطور الأخضر”. كما قدّمت “جمعية المرأة الريفية للتنمية” عرضاً رسّخ النقاش في تجربة محلية لاستراتيجية اقتصاد أخضر، رابطةً بين الحوار على المستوى الوطني والتطبيق على المستوى المجتمعي.
وانخرط المشاركون بعد ذلك في جلستَي ورشة عمل تفاعليتين، نُظّمتا حول ست مجموعات عمل مواضيعية تتناول الأولويات الرئيسية للانتقال الأخضر، وهي: الأطر التنظيمية والامتثال، وتطوير أسواق الاقتصاد الدائري، والوصول إلى التمويل الأخضر، والتنافسية والابتكار الأخضر، والبحث والتطوير، والوظائف الخضراء في القطاع الزراعي. وقد تمحورت الورشة الأولى حول تحديد أبرز التحديات، وتحليل أسبابها الجذرية، وإبراز الفجوات في السياسات القائمة وآليات تطبيقها. أما الورشة الثانية، فقد انتقلت إلى تصميم الحلول، حيث شرعت كل مجموعة في صياغة توصية سياساتية واحدة واضحة وقابلة للتطبيق.
وتتمثّل الخطوة التالية المباشرة في إجراء تحليل منهجي للمخرجات والقضايا والفرص التي طُرحت خلال الجلسات، بما يُرشد عملية إعداد مسودات التوصيات السياساتية القابلة للتطبيق. وستمر هذه المسودات بسلسلة من اجتماعات التحقق والمصادقة، تُصقل فيها مدخلات المشاركين وتُبلور رسمياً استعداداً للاجتماع الرسمي الثاني في شهر حزيران/يونيو. وسيُعقد هذا الاجتماع لمراجعة النسخ النهائية من التوصيات ومناقشتها، مع توسيع نطاق المشاركة ليشمل مزيداً من المسؤولين الحكوميين وأصحاب العلاقة الرئيسيين، بما يُعزّز الجسر الواصل بين صياغة السياسات وتطبيقها على أرض الواقع.
ومن خلال هذه العملية المنظمة والتراكمية، تسعى مجموعة عمل “التقدم الأخضر” إلى تقديم توصيات سياساتية عملية ومستندة إلى الأدلة، تدعم انتقال فلسطين نحو اقتصاد أخضر ودائري وتُمكّنه.
